The former Director-General of the Technical Secretariat Office for Combating Harmful Practices in International Trade at the Cooperation Council for the Arab States of the Gulf (Gulf Investigation Authority for Trade Remedies – Anti-Dumping – Subsidy – Safeguard against the Increase of Imports).

Experiences:

  • Rihan has extensive experience in economic work with Gulf governmental institutions, spanning forty years. He started as an economic researcher in the Ministry of Planning, then became the director of the Planning Department. After that, he moved to work at the Federal National Council as the director of the Research and Information Department for five years. He was then seconded to the Cooperation Council for the Arab States of the Gulf as the director of the Trade and Industry Department.
  • Rihan was tasked with establishing the Technical Secretariat Office for Combating Harmful Practices in International Trade alongside his regular duties. In 2007, he devoted himself entirely to serving as the General Manager of this office, which is the Gulf Investigation Authority concerned with trade remedies – anti-dumping – countervailing measures – and safeguard against the increase of imports.
  • In 2015, he was entrusted with leading the Economic Sector at the General Secretariat of the Gulf Cooperation Council, in addition to his role as the General Manager of the Technical Secretariat Office for Combating Harmful Practices in International Trade. In December of 2021, he retired and devoted himself to working at the Gulf Consultant for Consultations and Training.
  • Rihan has extensive experience in trade remedies and defensive measures to protect domestic industries from harmful imports and defend exports against restrictions and export duties.
  • Rihan participated in numerous trade remedy investigations, reviewed trade policies, and represented the Cooperation Council before various international and regional institutions in the field of anti-dumping investigations and protection against the increase of imports.
  • Rihan holds a master’s degree in economics from the University of Illinois Springfield in the United States and a bachelor’s degree from the United Arab Emirates University.
